I think this example uses the rhetorical appeals ethos to attempt to persuade. Ethos is used to describe the credibility of the rhetor and why they should trust them (or not). In this case the ise of "'Data from the United States Environmental Protection Agency..." is quite weighted with the audience. All though the person did not state the data, they are assumed credible (mostly) by the audience.
