The strategy the Senate used to block the passage of the Civil Rights Act is called filibuster. The mentioned act was presented to Congress in 1963 but only became law in 1964 after Johnson's leadership, ending all king of discrimination regardless of race and gender in public places and private businesses. The civil rights bill passed the House in February 1964, but in the Senate, however,  the bill became law on July 2.
