As the name indicates, citizen groups are made up of citizens, and elected representatives have a duty to listen to the concerns of citizens. There are two main reasons for this. First, citizens should be listened to because this is the duty, by law, of elected politicians. The other reason is the fact that these citizens vote, and they are unlikely to vote for someone who does not listen to their concerns.
