The author is using an appeal to emotion to convince the readers that censors have unjust motives, and that censorship in general is unjust.

The author is trying to make the reader feel outraged at the mere possibility of censorship, because the author is explaining that reading is a big part of life (it can change one's life), and a censor that prevents someone from reading something, is a person who basically is controlling the other person's life.
