Why was the Congo vulnerable to turmoil after independence?
Ugo [173]
For the same reason many others were. There were many people who believed that they should have the right to rule the country which led to a lot of infighting. This was common for countries that gain independence, especially in Africa where tribes still fight for control nowadays even though the age of colonization is over.

Which house of Congress must approve a treaty?
PolarNik [594]

The house of Congress that must approve a treaty is <u>the Senate</u>.

This rule is written in Article II, Section 2, Clause 2 of the United States Constitution:

<em>" [The President] shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two-thirds of the Senators present concur…"</em>

<h3>Further explanation</h3>

A treaty is an international agreement between several nations. It is different from a law that is a rule that applies within a single nation. In the United States, the treaties are validated by the Senate, but the laws must be ratified by the two parts of the Congress, the House of Representatives and the Senate.

In addition to treaty ratification, the two other major exclusive powers of the Senate are:

  1. Nominate Ambassadors, public ministers, consuls, judges of the Supreme Court.
  2. Vote the impeachment of a member of the executive, including the president or vice-president of the United States and the judges.

These three great powers are so important. They make the United States Senate more powerful than the House of Representatives, which has only two exclusive powers, such as:

  1. Elect the President of the United States if the members of the electoral college can not agree.
  2. Impeach a member of the executive who is then judged by the Senate.
