The Second Continental Congress was a meeting that took place on May 10, 1775 in Philadelphia, Pennsylvania. The participants were delegates from the colonies that had joined in the Revolutionary War. This congress functioned as the <em>de facto</em> national government, conducting many of the activities usually associated with the federal government. This was also the group who sent resolutions requesting home rule.
