The answer is option 4: UN-led effort
The War of Terrorism was declared by the United States after the September 11th attacks.
It was initially seen as a UN-led NATO effort, since it was an attack on a NATO member and hence, every other country was obliged to retaliate.
In the early years of the war, it had full support and backing of the Security Council and almost every United Nations member was on board.

School and education are vastly different things. How do I know this? I'm a student of public "education". In my opinion, school and education do not correlate in a school. School is that place where I go to learn nothing that I will need for my future besides maybe learning how to write emails. However education, is preparing oneself for the future. Teaching you how to do your job, how to communicate in your job, and how to be an appropriate employee. So therefore, education and school are completely different things. School is more teaching us the things that we might need to know, education is teaching us things we absolutely need to know.
