Answer: Passive: An urban renewal program will be organized by the town council.

To make it active, remove "be" and change the verb from past participle to base. Then move the "Agent" to the subject of the sentence. The Town Council will organize an urban renewal program.

Passive:

The code has been broken by the spies.

Be + past participle (by ___) = Passive

To make it active The spies broke the code.  The subject of the sentence is the "agent" who did the action in the predicate.

Active: Superb Foods, Inc., will build a new market in North Mall.

To make it passive, add "be"  change the verb to a past participle, and move the "agent" to object of the preposition, by:

A new market in North Mall will be built by Superb Foods.

"Agent" means the person, group, animal, thing that does the action expressed by the verb.
