The countries on the windmill are from western Europe. Because of the Marshall Plan, the U.S helped western Europe of 12 billion dollars (100 billion in modern currency). Even the the United States became independent from Europe, they still were there to support the European economy.

Meacham thinks that Jefferson never hesitated to exert his power in this particular and special case to defend the sovereignty of the United States.
