There is no funding as of yet. The state would have to fund it by raising taxes for the installation ad upkeep/replacements etc. 

The people would most likely not be happy about the taxes but once they knew what it was for, they would be understanding. ex: the alarm goes of and there is a student who gets saved because the teachers/staff goes to check and finds the student.
