Desert is located in region with low elevation. The little to no rainfall that they get is happened because the flow of water that come to its way is blocked by objects (such as mountain) in higher elevation.
If, they had a rainfall, the water carrying cloud must be big enough to be blocked by mountains and yet still pass through, which resulted in intense rainfall.</span>
