any prospective teachers choose to go into business and industry because of higher salaries. In some communities, businesses are “loaning” employees who want to teach part-time to schools to fill the math and science teacher gap. Does this scenario illustrate scarcity? Why or why not?

Businesses must have been instructed by the Government to do so. There is certainly more money in business and industry, and people seldom want to teach after completing their studies. And now it is mentioned that businesses are even providing loans to people who are interested in teaching during their off-hours. Well, they are paying incentives, and that proves that people are not interested otherwise. And hence, this scenario does illustrate scarcity.
