any prospective teachers choose to go into business and industry because of higher salaries. In some communities, businesses are “loaning” employees who want to teach part-time to schools to fill the math and science teacher gap. Does this scenario illustrate scarcity? Why or why not?
Businesses must have been instructed by the Government to do so. There is certainly more money in business and industry, and people seldom want to teach after completing their studies. And now it is mentioned that businesses are even providing loans to people who are interested in teaching during their off-hours. Well, they are paying incentives, and that proves that people are not interested otherwise. And hence, this scenario does illustrate scarcity.
The answer to why is mentioned in the above paragraph, and it is definitely why, and not, "why not".

In this case, Sweden has a lower GINI ratio than United States thus there is more equal distribution of income in Sweden compared to the US.
