Why does the bottom level of the bureaucratic hierarchy have the most employees?

On the third level would be the DIVISION HEADS. For example, in the Administrative Department, there are division heads for Personnel/Human Resources and for Billing and Collection. Under the Sales and Marketing, there would be a division head for the Distribution and another for the Sales.
