As per my knowledge Jessica should use the pattern of problem and solution because she is trying to provide the solution of usage of wind energy ( which is a green technology i.e. renewable form of energy) for the problem of usage of non renewable source of energy such as fossil fuels for energy production.
As we know that fossil fuel are the primary reason for the increase in global green house gases emission whereas, wind energy which is a renewable form of energy can provide solution to this problem and can help in reducing green house gases emission.
I think it was because we really don't know what exactly happened in the past. Also, I'm pretty sure people did not keep track of colored people back then.
