As a result of the debate about the centralization of power in the federal government, four states: Massachusetts,  New York, Virginia, and North Carolina, amid the ratification of the Constitution. They were concerned about protecting the individual, state's rights,  and civil liberties, for this matter they presented a bill of rights. In 1789, Congressman James Madison presented to Congress a cluster of constitutional amendments that have since become known as the Bill of Rights. The first eight Amendments to the Constitution provided protection for designated rights of individuals; freedom of religion, press, speech, and assembly and many others. The Ninth and Tenth Amendments address the need for specific statements that the enumeration of rights in the Constitution  “shall not be construed to deny or disparage others retained by the people”  and that “powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.” The ten amendments constituting the Bill of Rights became effective on December 15, 1791. The Bill of Rights, it should be noted, provided no rights or legal protection to women, African Americans, or Indians.

As a conclusion of the debate about the concentration of power in the federal administration, four states namely Massachusetts, Virginia, New York and North Carolina argued for the ratification of the draft. They were afraid of the bleaching of individuals, states’ rights, and civil liberties. For this reason for they offered a “Bill of Rights”. In 1789, statesman “James Madison” presented before the Congress many constitutional amendments which later came to be known as Bill of Rights. The first 8th Amendments granted protection against designated rights of individuals such as freedom of religion, assembly, press, speech,and many others. The 9th and 10th addressed needed specific confirmation that the enumeration of rights should not be interpreted to deny or denigrate others reserved by other individuals and also that those powers not arranged for the central government by the Constitution or nor forbidden to the States, are reserved for States automatically. The amendments establishing the “Bill of Rights” became operative on 15th December 1791. The Bill provided no rights or legal protection to women and African Americans.

In 1787, the various representatives of the American states met in Philadelphia to write together the first constitution of the United States. Before that, since 1781, they were governed by the articles of the confederation which gave them great freedom and created a national government with very weak powers. This system didn't work and had led the country into an economic and social crisis. The main disagreement between the representatives during the Philadelphia debates was about state representation. Finally, the text accepted by all and called the great compromise or compromise of Connecticut.

Before the signing of the compromise, there were two opposing sides:

  • The small state's side, represented by New Jersey.
  • The big state's side, represented by Virginia.

Major states wanted the elected representatives in the chamber to be proportional to the number of voters in each state, which would automatically give them more elected representatives. Small states, on the contrary, wanted to create a single chamber where each state, regardless of its size, would have the same number of representatives. It was necessary to find a compromise between these two opposite propositions, and it was Connecticut that succeeded to do it.

The adopted text created two chambers: the House of Representatives where the elected officials were proportional to the size of their states, as Virginia wanted, and the Senate where each state had the same number of representatives, as the New Jersey wanted.
