Answer:

The first one I will look at is the controversy over "Citizen Genet."  This was very controversial because it involved both opinions about the French Revolution and nationalistic pride.  The US was badly split over whether to support the French Revolution and Genet was trying to make them take sides.  He also was seen as insulting Pres. Washington, and people did not like that.

There was a need for agricultural workers.

Tobacco was in Hugh demand in Europe and England. So Virginia developer the commodity crop of Tabasco and needed labor to tend to the crop. This led to an increase in the importation of African Slaves into the Colony.

The Freedmen's Bureau was established by Congress in 1865, in the aftermath of the Civil War.  The aim of the Bureau was to provide assistance to former black slaves (as well as poor whites) in the South during the Reconstruction period.  The Freedmen’s Bureau provided food and housing, established schools, and made medical and legal assistance available.  There was an intention of settling former slaves on land confiscated or abandoned during the war, but that didn't materialize. Radical Republicans took over dominance in Congress and they determined that confiscated lands in the South should be returned to their original owners.
