India and Britain have a long and complicated history, starting in the 1600's.

By the late 1770's, the East India Company was starting to slowing gain political and territorial power for over 100 years. By the late 1800's, parliament places India under the direct control of Britain.

In 1869, the Suez Canal was opened. This made British goods and textiles easy to ship to India. British textiles were cheaper and made faster (machine-made) than India's own handmade textiles. This caused India's textile industry to collapse.

India was not happy under British rule. By the 1920's Mahatma Gandhi started campaigning for "noncooperation" and encourages people to avoid anything British. In the 1930's, he lead the Salt March, in an attempt to end Britain's monopoly on the salt market.

By 1947, India won its independence from Britain. The Muslim League wanted their own state. Britain divided India into two separate states: Muslim Pakistan and Hindu India.

Britain then left and withdrew from South Asia.

In my opinion, the Constitution strike a balance of authority among the three branches of government mainly because there is a separation of powers. The legislative, judiciary, and executive branches are interconnected and they are dependent on each other. However, this does not mean that they can become enclosed in bias since many people are in power who all in all just represent the citizens of America.

Fighting a guerrilla style war benefits the North Vietnamese government because they knew their environment well (while their opponents did not), they were not as well-equipped or experienced in fighting as their opponents, and they were in a defensive war.

The motive for the North Vietnamese government to order conventional offensive attacks in South Vietnam is because they now had the advantage and could fight in a conventional manner, they had the supplies and military experience to fight in a conventional way, and it will help them look better and more legitimate in the eyes of the rest of the world as well as the people of South Vietnam.

(This answer is assuming that the second part of the question is referring to the assaults on South Vietnam towards the end of the war. If not, please tell me in the comments, and I can give an answer for earlier in the war)
