Yes, the punishments are appropritate.

Explanation:

Both law 55 and law 56 are appropriate laws. They are not extreme like some other primitive laws. Their punishments not only reprimand the offender but also benefit the victim. The lost goods or damages are repaid fairly. After the punishments are administered, it's like the incident didn't even happen for the victim.

Working class homes usually have a lack of nice things. Money is tight so it is rarely spent on buying new nice things, such as new blankets, new plates, a new couch, etc. Working class families usually tend to have the children doing majority of the house work, considering that the parents are more often than not always working or exhausted when they aren't working. Children in working class homes are more likely to have hand me down attire, toys, and furniture. Parents in these homes are usually stressed and tired often.

Middle Class homes differ in that there is usually a lesser stress level and more spending money. Middle class homes tend to have more up to date things and if something starts to look dingy, they can replace it. Chores in middle class families are usually split evenly between children and parents, as parents have more time to help around usually. Children in middle class homes are more likely to have newer and brand name clothing, and not have hand me down things. Things in middle class homes tend to be more stable, as there's less stress and more support all around.

Let´s try to put it simple. The separation of powers system establishes the competencies, the actions, the prerrogatives, the domains where each branch of government can exercise their powers, different from those of other branches.  For example, taxes are set by Congress, and the presidency´s job is to collect them. Interpretation of laws corresponds to the judiciary, not to the president nor Congress.

On the other hand, checks and balances create counterweights to a possible abuse of power by one branch, giving branches of government legal instruments to check, to restrain the actions of another branch. For example: the US administration negotiates and sign foreign treaties, but the Senate must ratify them. Sometimes, it has refused to approve a treaty as when the Senate did not ratify the Treaty of Versailles in 1919 as requested by president Woodrow Wilson.
