Since she can make 3 drawings on each piece of paper, multiply 3 by 7 to get 21. another way of doing it is to do the following:
7 1
--- ÷ ---
1 3

which is the same as
7 3
--- ÷ ---
1 1

which comes out to 21. either way, you get the same thing.
