To control his empire, the first ruler of the Qin dynasty used <u>the method of centralization</u>. Before the arrival of the Qin, China was ruled by the Zhou Dynasty. During this period, the country was divided, many states with different cultures and laws existed in this territory. There was no strong central power. In 220 B.C, after fighting and defeating rival states, the Qin Dynasty took control of the whole of China and chose Qin Shihuangdi as their chief. He became the first Chinese emperor. Before him, the Zhou were ruled by kings.

Qin Shihuangdi wanted his country to be unified and work in the same way in all parts of his new empire. He imposed the culture of his people on all other Chinese groups. He created a common currency, laws, system of measurement, language, and writing. He also divided the country into several regions. They were all governed by clear institutions and state representatives. By these methods, it was easier for him to have power over his entire territory and to impose his decisions. This policy made Emperor Qin Shihuangdi more popular than his predecessors. He was seen as a real God by the Chinese.

Eventually that "somewhere" became a movement focused on going back to the ancestral land of Israel.
