Today, 49 states have bicameral legislatures, and one--Nebraska--is unicameral. This was not always the case, however. Most of the American colonies were governed by one-house legislatures, but this gradually shifted. By 1763, only two colonies (Delaware and Pennsylvania) continued to use unicameral legislatures.

The main reason was to set down in a document, what the new government body could and could not do. The system was really based on what would later be called states' rights. The weaknesses included, no taxation so that there was no central government to direct national activities, no common currency. Further, each state had their own laws and the laws of the states overrode the laws of the article of confederation. The constitution fixed most of these problems.
