A and d is not proper grammar, and it cant be c becasue stares is not a verb but sraring is and its also doing something. Stares does not sound correct.

the word "tsar" would only be capitalized if it was in front of someone's name, like "king" or "queen". For example:

When to capitalize: Tsar Nicholas ruled in Russia.
