I believe there are three correct answers here, and those are B, C, and E.
The topic sentence has to do with good nutrition and healthy habits which are supposed to make the world a better place in the author's personal utopia (perfect society). In order to do that, people would need to be provided with healthy and cheap food, they would need to exercise more, and have plenty of sleep in order to improve their day-to-day lives.
