Each paragraph addresses a different group of nations and explains how the United States will provide support to each group.

Examples:

1. Kennedy refers to the nations they share values. He pledges loyalty and unity.
2. Kennedy refers to the new nations. These are free from colonial power. He promises to support their freedom and their point of view. Although the U.S's point of view can be different, the U.S will respect the new nations' point of view.
3. Kennedy mentions all the nations that suffer from poverty. He pledges he will help them help themselves. This is just right for him.
4. Kennedy refers to the countries south to the U.S. He promises them to set them free from agression or subversion.
