so, we can use formula of linear function

h=mx+b

where

m is slope

m=-\frac{1}{5}

now, we can plug values

h=-\frac{1}{5}x+b

The value of the function at 0 is 3

so, at x=0 , h=3

we can use it and find b

3=-\frac{1}{5}*0+b

b=3

now, we can plug back

h=-\frac{1}{5}x+3

now, we can draw graph
