All of the above because Creon was only acting as regent for the real future king of Thebes and therefore Thebes best interest, he was not power hungry but wanted justice for Eteocles. Because Polyneices had invaded Thebes and started a war, he was technically an enemy. According to Greek rule, enemies must be left unburied so they may forever be dishonored for their actions.
