1) They excersize the principle of evaporation.  The 15 mm of water that were in the gage evaporated some but not all of the water, then it rained, and then evaporated again to the point where 12 mm of water are left.

2) The ocean is where water from the inland routes go, and can have the water cycle happen in the middle of the ocean as well.
