In persuasion or rhetoric, an appeal refers to a technique used to persuade or convince the audience about an idea or action. This includes the appeal to emotions in which language charged with feelings and emotions is used, an appeal to authority in which credibility is the main technique and an appeal to logic in which facts and information such as statistics and logical arguments are used.
In the case of the passage presented, the author of this passage wants to persuade the audience about the importance of building new roads as soon as possible and for doing this the author uses statistics as in "Studies show that the cost of construction has risen by 2.5% each year" and arguments based on logic "The sooner we build the roads, the less they will cost" and therefore the appeal used is the logical appeal as in this appeal the author or speaker relies on logic including statistics and logical arguments as the ones used in the passage.
