Considering this, the main claim or thesis statement of this explanatory essay outline is that the Aztec Empire achieved more developments than the Inca Empire in terms of government, society, and culture. Due to this, the outline should include the developments of both the Incas and the Aztecs in government, society, and culture, in this way the author can show there were more developments or more significant developments in the Aztec Empire. However, the outline presented does not include the cultural developments for the Inca Empire and thus, the information is incomplete or wrong as this information is necessary for the essay and cannot be ommited.

and it could possibly be enthusiastic and determined, because he sounded really excited, but rolling your eyes is usually annoyance.
