Y - 3 = -2/3(x - 4)....this equation is written in point slope form
y - y1 = m(x - x1)....in this equation the m represents the slope. So the slope of this equation is -2/3. But we need a perpendicular slope. All that means is " flip " the slope and change the sign. So the slope of ur perpendicular line is 3/2 (see how I flipped the slope and changed the sign)
