This colonel turns out to be the son of the deceased man Don Lupe who Juvencio had murdered. Justino refuses to obey his father's request as he also fears for his safety and that of his children and wife. If they know that he's the son of the convict, they might also turn their guns to him and his family. So, according to him, his father is in a hopeless situation.
