Congress is separated into two committees, the Senate and the House of Representatives. The Senate is seldom called the upper chamber and the House the lower chamber because the Originators thought that various kinds of people would be selected to these two bodies. As per the Constitution, the U.S. House of Representatives makes and passes federal rules. The House is one of Congress's two chambers and part of the federal government's parliamentary wing.
