congressional members should always be elected by popular vote. This is in line with the republican principle and also to ensure that the leaders do not become puppets of any other thing or person, apart from the public good and sentiments. By electing the leaders through popular mandate, the independence of the house is also protected, and thus checks and balances is ensured.
