The word <em>Perestroika</em> in Russian literally means "restructuring", and was one of the two key policies of Mikhail Gorbachev. The goal of this policy was to restructure the Soviet economy, which was lagging behind the American economy. Gorbachev wanted to open up some sectors to the free market, and to reform government sectors that were operating inefficiently.

The word <em>Glasnot </em>means "openness" in Russian. This was the other key policy of Gorbachev. The goal was to open up the Soviet government to criticism, and to improve the transparency of the state, with the goal of increasing trust among the Soviet population.
