There were two changes that the people recommended to the Articles of the Confederation: granting Congress the power to regulate foreign and domestic trade and provide a funding structure that could raise money from state treasuries.

These Articles of Confederation constituted the first government document of the United States. They were approved by the Second Continental Congress, after several months of debate. It was a non-binding guideline until it was ratificated four years after it was approved. The Articles of Confederation are considered one of the four founding documents of the nation.

All of these conditions show America's dedication to staying out of foreign affairs during this time period.
