Explanation:

The freighter without the presence of any flag in it, was boarded from Yemen coast to North Korea, and after loading the missiles, they were then returning back to the coast of Yemen. It was a Cambodian ship that was loaded with 15 SCUB missiles, and was captured by the spanish sps navarra, while returning from North Korea to Yemen on 9th of December, 2002.

After investigation, it was known that the cargo belonged to the Yemini army and they were carrying it for the defensive purpose, but they did not explain the overall matter.
