They received insufficient support from government

In their first attempt to settle in the New World, they were not prepared for the climate and their attempt at colonization failed. The second time, their efforts were frustrated by Spain which was  trying to invade England. As such, internal issues such as war and lack of resources hampered their efforts

Federal budget is dependent on many factors one of which is the priority of the state. When there is a need to increase the level of defense, the budget for defense must be increased. This increase in budget translates to a decrease in budget in another area. If the budget for transportation can be reduced and still be able to implement the planned projects, then the budget for transportation will be reduced.

While the Western Front was mainly taking place in the territory of France and Belgium, although not just there with the trench warfare, the Eastern Front line spanned over a thousand miles, more precisely from the Baltic Sea in the north, to the Black Sea in the south, and extended to parts of the Central Europe, so that the trench warfare was unimaginable.
