A woman lives on the 20th floor. She only takes the elevator to floor 20 when it is raining or if someone else is in the elevato

Answer:

Maybe because she wants to not be a bother. Maybe she walks up the other ten  flights for exercise.

Explanation:

Using the elevator isn't always best, walking up the stairs is healthier.
