Why are local governments necessary?

Local governments are necessary because they help govern and come up with local rules, or rules that only deal with a small area.

Because without them, our Cities, Town's, Country's, whatever, would be in total chaos. They sorta help keep the people (us) in order and justice, I guess. And also, there necessary because they help govern and come up with local rules for us.
