Because without them, our Cities, Town's, Country's, whatever, would be in total chaos. They sorta help keep the people (us) in order and justice, I guess. And also, there necessary because they help govern and come up with local rules for us.

I think that Halloween is valuable to a family because it is a time to be silly and dress up and kind of be someone else/something else for day. Also it is a way for the kids to go out and meet up with each other and get candy and treats and have fun. A time for grown-up to interact and watch their kids have fun and remember those good memories and tricks. :)
