It wasn't necessarily punishment for starting the war, It was more of Britain prohibiting their colonist from moving Westward into the lands acquired from the French and Indian War that was largely populated by Native Americans.

And we know it's not D, because later Taxes would help finance the recovery from the war, and it's not C because it has nothing to do with mercantilism.
