During the Congressional Phase of Reconstruction, Radical Republicans attempted to guarantee more rights to African Americans.

After the Civil War, President Abraham Lincoln gave the Southern states leeway to do Reconstruction in their own way. This upset radical Republicans in Congress that expressed their unconformity and demanded severe punishment to the Confederated states for the damage created during the war. These Republicans also favored legislation that supported and respected rights to former black slaves.
