Answer:

In biological terms, a leaf is considered to be an organ. An organ is made up of group of tissues which work together. The leaf is also made up of group of tissues which work together.

The leaf comprises of :

  • The epidermis tissue which make up the surface of the leaves.
  • The mesophyll tissues where most of the chloroplasts are present. Chloroplasts are the site where photosynthesis occurs.
  • The leaf also comprises of the vascular tissues i.e xylem and phloem. The xylem and phloem allow transport of water and materials.

On this basis, a leaf is considered to be an organ.
