This is a dumb question. If he has a typical amount of healthy brains in his head, then I should think he will perceive her behavior as totally inappropriate, especially for a work space. In the case that he does not see it this way, then it is safe to assume that he does NOT have a typical, healthy brain and will see her actions as an invitation to sensual activity.
