I'm pretty sure it is William Penn's idea of liberty.

- From William Penn, Pennsylvania Charter on Privileges and Liberties (1701) p. 47

- This quote is significant because it was part of the new political system William Penn created which gave religious freedom to Pennsylvania colony. It also gave colonists the same rights as free-born subjects of England. After the revolution religious freedom spread throughout the new Nation and became a law.
