Fourth Amendment was added to the constitution on 15th December, 1791 and were the part of Bill of Rights . It protects the citizens from unlawful search and seizures, it means that police cannot search your house without probable cause or warrant.  

The fourth amendment was added to the constitution because during the British rule the British tax collectors, they used to use general warrants to search any house even if they didn't had the evidence for it. That is why the founding fathers wanted to protect people form violation of their privacy.

To carry out the search police must have a warrant written by a Judge. They can get the warrant by presenting the evidence of criminal activity to the judge.
