Ratified in December 1791, the amendment says: A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed

The allies were faced with how to re-structure Europe in regard to their economy and government control after the end of WW II.
I think it is "granting civil right and protection to all citizens" because there are many exceptions and many cases in which that doesn't apply, thus the Constitution must amend its previously written (minor) laws.
