I think the article will be the best source because the topic is on public cell phone use and the article is based on cell phone. Etiquette also means rules in "using" or "doing" something

The best informational source would be the encyclopedia, but for this I think that because it's showing a modern city scene I would say b. I may be wrong, I'm not totally sure.
