The federal bureaucracy has a huge influence on policymaking. For policies to be passed, the bureaucracy works with the president and the Congress.

The federal bureaucracy develops rules that affect the operation of programs, and the rules must be adhered to. There are stages in the Rule-Making process. When Congress passes new laws, series of rules are proposed which are presented in the Federal Register. The parties interested can give their opinion on the rules. Art [367]

Answer:

Civil law refers to law governing disputes between private parties. In civil cases, the plaintiff sues the defendant to obtain compensation for some wrong that the defendant has allegedly done the plaintiff.Criminal Law

It’s a crime to make unauthorized and harmful physical contact with another person (battery). In fact, it’s a crime even to threaten such contact (assault). Criminal law prohibits and punishes wrongful conduct, such as assault and battery, murder, robbery, extortion, and fraud. In criminal cases, the plaintiff—the party filing the complaint—is usually a government body acting as a representative of society.

White people are least prone to being targeted by someone of another race. I believe the figures for perpetrators and victims of the same race are so high, since people of the same ethnicity tend to live closer together. For example, in Northwest, Ohio the majority of the population is white, while in Southern California the population is mostly Hispanic.
