During the European colonization, the Native American and white settlers had different clashes over land and natural resources. During that era, white settlers used different strategies to take over lands that belong to the Native Americans.

Among the tactics used by White settlers to wrest land away from Native Americans was negotiations of treaties and forceful removal of a declaration of wars.

The clashes over land and resources became more frequent as white settlers began moved towards the westward across America. The brutal clashes became too complicated for the US government to handle and as a result, created the office of the Indian affairs in 1824 as an attempt to solve the land disputes.

In 1892, the act of Congress created the position of the commissioner of Indian affairs and many acts were also enacted.

Although most of the laws put in place during that era were not favorable to the Native Americans but the passage of the US Indian reorganization Act during the 1930s created a Reservation system for the Native Americans which still exists today in the United States.

I think that the reason why Federal Government attempted to return domestic policy back to the states is because of efficiency.

It is more efficient to delegate powers to the states to deal with issues and conflicts within the states because state leaders can see firsthand on what these issues are and can immediately propose and act on solutions to resolve these issues. 

There are 52 states in the U.S. of A and the Federal Government can only decide on laws that can be good for all. They can't individually monitor these states to see whether the laws are implemented as it should be. Thus, they need to delegate powers to the state to act in their behalf at the same time acting for the benefit of the people living in the state.
