The Death of the Prophet Muhammed led to the biggest divisions in the Islamic Community.

The lack of a clear succession plan forced two factions to emerge, which are today known as the Shias and the Sunnis. From there, the Shias and the Sunnis has their own sub groups but the primary division is between who each group recognizes as the heir to Muhammed.

There was a quota of how many people could come in and the US wanted to keep to the quota system. 

The United States (at the time of the St. Louis sailing) was neutral, so they also didn't want to endanger that neutrality.
